Mounds View City Council September 13, 1982, <br />Regular Meeting Page Two <br />-------------------------------------------------- ---------------------- <br />Motion/Second; Doty/Hodges to amend section III <br />o Or inanc2e No. 315 to add "Should the Council <br />and property owners choose nr,t to proceed with <br />the improvement at that time, they will be <br />required to meet annually or more frequently, if <br />a problem such as dumping should reoccur on the <br />right-of-way site. <br />Councilmember Hodges - aye <br />Councilmember Forslund - aye <br />Councilmember Blanchard - aye <br />Councilmember Doty - aye <br />Mayor McCarty - aye <br />Mayor McCarty closed the regular meeting and opened <br />the first public hearing at 7:45 PM. <br />Motion/Second: Forslund/Doty to approve the first <br />reading of Ordinance No. 316. <br />5 ayes 0 nays <br />Clerk/Administrator Pauley read Ordinance No, 316. <br />There was discussion among the Council regarding <br />the length versus width ratio and whether there <br />might be a problem with condominiums. Director <br />Johnson explained that Staff addressed it only <br />as it relates to single family homes, and there <br />was a concern in stating a 24' width, as there <br />are some existing homes that do not meet that <br />requirement now. <br />Attorney Meyers explained that if a structure <br />was totally destroyed, it would not be grand - <br />fathered in. <br />Motion Carried <br />8A. Public Hearing <br />and First Read- <br />ing of Ord. No. <br />316 Amending : i <br />Municipal Code <br />Chapter 40 Regar, <br />ing Manufactured <br />Homes <br />Motion Carr, <br />Motion/Second: McCarty/Hodges to have Staff <br />make— t e app icable amendments to Ordinance No. 316 <br />limiting the impact of the ordinance to single-family <br />zoned districts in time for the second reading. <br />5 ayes 0 nays Motion Carried <br />Councilmember Doty asked that Section II also <br />be researched further, regarding foundations. <br />Mayor McCarty closed the public hearing and <br />reopened the regular meeting at 7:55 PM. <br />Mayor McCarty closed the regular meeting and 8B.
