(0 1 MEMO TO: Mayor and City Counci <br />FROM: Clerk-Administrato <br />DATE: September 16, 1982 <br />SUBJECT: PURCHASE OF USED CLASSROOM BUILDINGS <br />Pursuant to Council direction, staff has investigated the <br />referenced subject matter and determined the following: <br />1. City Attorney Meyers, after reviewing the State statutes <br />applicable to the issue, i.e.: a) M.S. 471.345 Uniform <br />Municipal Contracting Law, b) M.S. 471.36 Non-competitive <br />Supplies and Equipment, and c) M.S. 471.191, Subdivision 1, <br />Acquisition of Facilities, has determined that the City <br />is not required to obtain sealed bids or informal proposals <br />from other suppliers for the purchase of these buildings. <br />2. Parks, Recreation, and Forestry Director Anderson has <br />been advised by the supplier of these buildings that the <br />price of the buildings, including the improvements required <br />by the City of Mounds View, will be $5,500.00. This amount, <br />added to the $2,500.00 estimate for the preparation of each <br />site for the placement of these buildings, would result in <br />an $8,000.00 per building price tag. With the purchase of <br />three buildings the City would need $24,000.00 for the purchase <br />of the buildings and preparation of the appropriate sites. <br />3. Finance Director Brager has reviewed the City's various funds <br />to determine sources of monies for the purchase of these <br />buildings and preparation of the building sites. Basically, <br />there are three funds from which monies might be obtained for <br />the purchase of these buildings. These funds and the total <br />dollars available are as follows: <br />A. Park Improvement Fund - This fund has a balance of $1,150.00 <br />which although being extremely minimal would be able to <br />supplement any other funds used in the purchase of these <br />buildings. <br />B. Revenue Sharing - The 1982 Revenue Sharing budget provides <br />for the purchase of a standby sewer generator in the amount of <br />$17,600.00. If it is determined by the City Council that <br />this piaca of eyuipmenc is not necessary at this time and <br />can be purchased at a later date, this money might be <br />freed up for the purchase of these buildings. Should the <br />Council determine that they wish to use this money for that <br />purpose it will be necessary that you schedule a public <br />hearing for the purpose of amending the 1982 Revenue Sharing <br />^� budget by reallocating these funds from the purchase of <br />a standby generator to the purchase of used classroom buildings. <br />
