MEMO TO: MAYOR AND CITY COUNC L \ <br />FROM: Clerk-Administrato J <br />DATE: October 13, 1982 <br />SUBJECT: AMENDMENT TO MUNICIPAL CODE CHAPTER 107 <br />Attached please find the proposed amended Chapter 107 of the <br />Municipal Code which would include the regulation of raffles and <br />gambling devices, along with bingo games already regulated under <br />that Chapter, as referred to in my Administrative Newsletter dated <br />October 11, 1982. <br />City Attorney Meyers has reviewed this ordinance and finds it <br />acceptable for adoption by the City. <br />The only issue to be raised before the Council regarding the <br />adoption of this amendment would be a determination as to whether <br />or not it is the desire of the Council to permit the conduct of <br />raffles and the use of gambling devices by religious, charitable, <br />fraternal, or other non-profit organizations in the City of Mounds <br />View. It is my understanding that it has been the practice of <br />organizations of this type in the City of Mounds View to conduct <br />Casino nights in the past, however, the Council may wish to give <br />consideration to whether or not they wish this practice to be <br />continued in the future. If it is your desire to permit this <br />practice, the adoption of this ordinance would allow us to license <br />these activities as authorized by state law. <br />DFP/pf <br />Attachment <br />
