tffL., 3 <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Special Meeting <br />"1 October 4, 1982 <br />Mounds View City Hall <br />'"' 2401 Hwy. 10, Mounds View City Hall <br />----------------- ------------------------------------------ <br />The Mounds View City Council was called <br />to order at 7:07 p.m. on October 4, 1982 <br />by Mayor McCarty. <br />Members present: Forslund, Blanchard, <br />Doty, Hodges, Mccarty <br />others present: Clerk/Administrator <br />Pauleyr for of Public Works/ <br />community Development Johnson, and <br />Finance Director Brager. <br />The Council entered into a lengthy <br />discussion regarding Resolution No. 1502 <br />Levying a Tax for Delinquent Utility Bill <br />and Tree Removal Charges Over a One <br />Year Period and the methods practiced <br />by the City in attempting to collect <br />delinquent utility bills before levying <br />them on the property taxes, as well as <br />other City charges, such as, administra- <br />tive charges and insufficient fund check <br />charges. <br />Motion/Second: McCarty/Doty todirect <br />staff to send a letter to crop=••-r <br />owners having delinquent utility bills <br />or tree removal charges advising them <br />that there was an error in the letter <br />dated September 29, 1982 and that it is <br />not the City Council's intent to levy <br />these charges on the property taxes <br />without alternatives for installment <br />payment or payment in full first being <br />offered. <br />5 ayes 0 nays <br />The Council directed staff to draft <br />a letter for their approval to go to <br />these property owners which would also <br />mention the availability for County <br />assistance where financial hardship <br />exists. Staff indicated that they <br />would submit a proposed policy to the <br />Council for their consideration regarding <br />1. CALL TO ORDER <br />2. ROLL CALL <br />3.
