MEMO TO: Mounds View Park and Recreation Commission FROM: Staff DATE: August 25, 1982 RE: Golden Glove Boxing Program Staff received a request approximately six months ago from Mr. John Holmes regarding the establishment, and support of a Golden Gloves Boxing Program in the City of Mounds View. Staff provided Mr. Holmes with a letter of support indicating that our department would be willing to support their new association with whatever means possible. The City Council directed staff to rescind their position for two reasons, the first being it is not staff's role to endorse programs without the City Council permission and secondly they had some reservations regarding the establishment of the Golden Gloves Boxing Program from a health, safety and welfare perspec-• tive. ti Mr. Holmes has requested endorsement of the program once again through our department as he is looking for school usage and would like to use our department's priority for securing a permit. The current process for securing permits is to submit them in early September for fall programs to the school district who in turn prioritize them with the school district receiving first priority, municipal recreation departments second, commun- ity groups third and outside school district residents a fourth priority. It would appear that Mr. Holmeswould need our priority system to secure the time that he would need at Edgewood Junior High for his boxing program. Staff is raising this issue through the Park Commission with no recommendation as to the benefits of a boxing program but request your direction as to whether or not you feel our department's priority should be allocated for a boxing program. Staff will be expanding upon this program and our depart- ment's priority ramifications at Thursday's meeting.
