• <br />MEMO TO: Mounds View City Council <br />FROM: Bruce K. Anderson, Director <br />Parks, Recreation and Forestry <br />DATE: October 14, 1982 <br />RE: Volunteer coordination of winter warming house <br />As ,you are aware, the Groveland Park neighborhood has been meeting on a regular <br />basis to develop and establish fund raising plans for Groveland Park. The <br />latest that they have been discussing is the feasibility of volunteering as <br />winter warming house attendents at Groveland Park and having the city in <br />turn donate the money they would have paid to "manning" the rink for park <br />development projects. <br />The hours that the warming house would be open at Groveland Park would be <br />Monday through Friday, 6:00 - 9:0o p.m.; Saturday, 1:00 - 9:00 p.m. and <br />Sunday, 1:0o - 9:00 p.m. During Christmas vacation and energy break, they <br />would be open from 1:00 - 9:00 p.m. also. Groveland Park is scheduled as <br />a part time warming house which would mean that there would be a total of <br />298 hours of supervision required at that site, based on the current rate of <br />$3.75/hour, we would be talking about $1,117.50 of monies that have been <br />budgeted for supervision at Groveland Park. <br />Staff supports this proposal for adult supervision from two basic perspectives: <br />1. We currently hire high school individuals to supervise the warming <br />house which has caused us problems in warming houses becoming a <br />place for kids to hang out due to not having proper adult super- <br />vision. Through this possible program, we would be having adult <br />supervision which we have not been able to have in the past at <br />our rink sites. <br />2. The city would not be expending any more money they already have <br />currently budgeted but yet they would be getting twice as much for <br />their money. The reasoning for this is that should you decide <br />not to go with using volunteers at the site, we would still have <br />to expend the $1,117.50, to hire a high school student. But by <br />using local neighborhood volunteers we could use that money for <br />park development projects at Groveland Park. <br />Staff would recommend that we at least attempt this type of proposal at Groveland <br />Park to determine if it can work and work out the particulars with the residents <br />regarding hours of supervision and who would be responsible for supervising the <br />site at what time.
