ITEM <br />RESOLUTION NO. 1517 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION AUTHORIZING THE REPLACEMENT OF A NUMBER <br />OF WATER METERS AND ESTABLISHING A POLICY FOR WATER <br />METERS FOUND TO HAVE INACCURATE READINGS <br />WHEREAS, the City has begun a water meter maintenance <br />program and has tested and serviced 260 meters; and <br />WHEREAS, it has been found that over 85% of Corad brand <br />meters tested have readings of more than minus three percent (38) <br />in error; <br />BE IT RESOLVED that the replacement of approximately one <br />hundred (100) Corad water meters presently in service is hereby <br />authorized,the funds for the purchase of said water meters to <br />come from the Water Fund. <br />BE IT FURTHER RESOLVED that the following shall apply <br />whenever water meters are tested under the City's meter maintenance <br />program or otherwise requested to be tested by the City and also <br />whenever requested to be tested by a water user pursuant to <br />Chapter 70.17 (3) of the Municipal Code: <br />1) If a meter tests within a range of minus three percent <br />(38) to plus one and one half percent (1h8) of an <br />actual calibrated flow it shall be considered accurate. <br />2) If a meter does not test within the range listed in (1) <br />above it shall be considered inaccurate. <br />3) A meter considered to be inaccurate pursuant to (2) <br />above shall be repaired or replaced at the City's option. <br />4) A meter considered to be inaccurate pursuant to (2) <br />above shall be assumed to have been inaccurate from <br />the date it was removed for testing to the beginninq <br />of the then current calendar plus the two <br />previous calendar quarters. <br />5) A billing adjustment shall be calculated using the <br />rate that the meter was found, by testing, to be <br />inaccurate and also using the water rate(s) in effect <br />for the quarters the meter was assumed to be inaccurate. <br />The billing adjustment shall be prorated on the basis <br />of the amount of time the current water user has resided <br />' at the service address during the period the water meter <br />was assumed to be inaccurate. <br />
