42.03 <br />(U) PEDESTRIAN WAY is the right-of-way across or within <br />'0(�'t/TTck, for use by pedestrian traffic whether designates <br />as a pedestrian way, crosswalk or however otherwise <br />designated. <br />D <br />(14) PERSON is any individual, firm, association, syndicate <br />or partnership, corporation, trust, or any other legal <br />entity. <br />(15) PLANNING COMMISSION is the duly appointed Planning <br />Commission of Mounds View pursuant to Chapter 32. <br />(16) PLAT is the procedure prescribed in Minnesota Statutes <br />tFapter 505.01 et seq. <br />(17) PRELIMINARY PLAT is the preliminary map, drawing or <br />chart indicating the proposed layout of a major <br />subdivision to be submitted to the Council for their <br />consideration. <br />(18) PROTECTIVE COVENANTS are contracts entered into between <br />private parties and constitute a restriction on the use <br />of all private -property within a subdivision for the <br />benefit of the property owners, and to provide mutual <br />protection against undesirable aspects of development <br />which would tend to impair stability of values. <br />(19) RIGHT-OF-WAY is the width, between property lines, of <br />a road, street, alley, pedestrian way or easement. <br />(20) STREETS AND ALLEYS <br />(a) Street is a way for vehicular traffic, whether <br />de is gnated as a street, highway, thoroughfare, <br />parkway, throughway, road, avenue, lane, place <br />or however otherwise designated. <br />(b) Collector Street is a street which carries traffic <br />from minor streets to thoroughfares. It includes <br />the principal entrance streets of a residential <br />development and streets for circulation within such <br />a development. <br />(c) Cul-de-Sac is a minor street with only one outlet <br />and having a turn -around. <br />(d) Service Road is a minor street which is parallel <br />and adjacent to an arterial highway and which <br />provides access to abutting properties and protection <br />from through traffic. <br />(e) Minor Street is a street of limited continuity <br />used— primly for access to the abutting properties <br />and the local needs of a neighborhood. <br />(f) Street Width is the shortest distance between the <br />Tines delineating the right-of-way of a street. <br />J <br />
