BY -LAMS <br />OF THE <br />NORTHWEST SUBURBAN YOUTH SERVICE BUREAU <br />Article I: Name <br />The name of the organization shall be Northwest Suburban Youth <br />Service Bureau. <br />Article 1I: Purpose <br />The purpose of the Northwest Suburban Youth Service Bureau is to <br />engage in as many activities and programs as possible that would <br />serve the purpose of preventing youths from entering or re-entering <br />the criminal justice system. The means for fulfilling this purpose <br />include: 1) identifying the needs of troubled juveniles and their <br />families through short-term counseling with professionals, and <br />directing them to available resources either within the Northwest <br />Suburban Youth Service Bureau or elsewhere; 2) researching the <br />needs of young people in the community for the purpose of helping <br />existing schools, churches, social service agencies, and law <br />enforcement agencies fill in the gaps in the services rendered <br />to juveniles; 3) providing and promoting recreational and social <br />activities for youths. <br />Article III: Offices <br />The principal office of the Northwest Suburban Youth Service Bureau <br />shall be located at the Roseville City Hall, Roseville, Minnesota. <br />This location may be changed as the Board of Directors may determine. <br />Article IV: Boards <br />Section 1: Board Organization <br />There shall be in the organization two (2) Boards: <br />1) a Board of Directors, and 2) an Executive Board. <br />Section 2: General Powers <br />The Board of Directors shall constitute the governing and <br />policy -making body of the Northwest Suburban Youth Service <br />Bureau. It shall be responsible for all aspects of the <br />operation of the Northwest Suburban Youth Service Bureau. <br />The Executive Roard shall have the power to make decisions <br />for business purpose and such matters as permitted by the <br />Board of Directors. <br />Section 3: Number, Tenure, and Qualifications <br />The composition of the Board of Directors shall be twenty-five <br />(25), and shall consist of the following: one person designated <br />by each of the municipalities served by the Northwest Suburban <br />Youth Service Bureau; one representative from each of the <br />following law enforcement organizations: Ramsey County Sheriff's <br />Office, Roseville Police Department, New Brighton Police Depart- <br />ment, and the hounds View Police Department; one representative <br />
