39.01 !" \ i15}(16) "Temporary Ground Sign" means a sign which rests upon the ground, which is of either "A" frame or "T" construction constructed of metal or other noncombustible materials, and so designed as to be readily movable. No such sign shall exceed 12 square feet in area on each side. 39.02 Building Permits Required. It is unlawful to install, construct, erect, alter, revise, reconstruct or re- locate any outdoor sign or structure, as defined in 39.01, in the Municipality without first obtaining a permit therefore as required by this chapter except as provided in 39.03 of this chapter. 39.03 Exce tions. Permits need not be obtained (but the other provisions of this section shall be observed) for the following types of signs: (1) A sign not exceeding ten square feet in area, per- taining only to the sale, rental or lease of the premises upon which displayed. (2) A sign on residential property stating only the name of the occupant, which sign shall not exceed two (2) square feet in area. (3) A sign on property on which a public, charitable or religious institution is located, stating the name and nature of the occupancy and information as to the conditions of use or occupancy, or a sign on such property used by the institu- tion as a bulletin board, which sign shall not exceed 10 square feet in area. (4) A wall sign advertising the business located in the building upon which displayed, where such sign is erected by the owner or proprieter of the business located therein. (5) An electioneering sign as provided for in Chapter 39.20, Subdivision 22, Electioneering Signs.
