39.14 (3) No sign erected before the passage of this part shall be rebuilt, altered, or removed to a new location without be- ing brought into compliance with the requirements of this part. (4) No swinging sign shall hereafter be erected or hung on or attached to any building within the Municipality, and every such sign so erected, hung, or attached prior to the passage of this part which is deemed unsafe by the ehiefbuilding inspector shall be immediately removed by the owner thereof; or changed to conform with tho requirements of this part when so ordered by the building inspector. (5) Where portions of a sign are subject to different classification, each portion shall meet the requirements of its classification. (6) Each sign requiring a permit shall have an identifying number to be provided by the inspector, which number shall be posted on the exterior surface of the sign structure in a loca- tion where such information will be readily visible after the sign is constructed. (7) All signs and sign structures shall be maintained in a safe condition and in a state of good repair at all times. No sign shall display matter that has been deemed obscene by a court of competent jurisdiction. (6) Each sign shall be used and maintained only in the manner permitted and subject to the conditions imposed at the time the permit therefor was granted.
