J �Vlyl 1 b <br />MEMO TO: Mayor and City Council <br />FROM: Director of Public Works/Community Development <br />DATE: December 8, 1982 <br />SUBJECT: WELL #5 REPAIR BIDS <br />On December 8, 1982, at 10:00 a.m., bids were opened from three <br />companies for the repair work of Well 15. Attached is a summary of <br />the bid results and a copy of the bid proposals received from each <br />firm for your information. Review of the bids determined two math <br />errors supplied by the low bidder, Layne Minnesota. One was a $6.30 <br />multiplication error and the other a $1.00 addition error. Neither <br />of these mistakes affected the results of the bid and, therefore, <br />staff recommends waiving these minor irregularities. <br />On December 7, 1982, a bid was received from Layne Minnesota in the <br />mail for the repair work. On December 8, 1982, Layne Minnesota <br />appeared at the bid opening requesting to withdraw their previously <br />submitted bid that came in the mail and substitute a revised bid. . <br />This occurred at approximately 9:35 a.m, or approximately 25 minutes <br />before the official bid opening. Staff elected at that time not to <br />open the bid received by mail but kept it in our possession and <br />opened the bid submitted prior to the bid opening at 9:35 a.m. on <br />December eth. Staff will refer this item to the City Attorney for his <br />input and recommendation to the Council as to how they should dispose <br />of the bid received in the mail on December 7, 1982. <br />Submitted, even under the worst repair <br />Review of the bid documeui.s su.,l�l,.,,,.c-, <br />scenario of all parts within the well having to be removed and re- <br />placed rather than just repaired, resulted in Layne Minnesota continu- <br />ing to be the low bidder for the proposed work. Therefore, staff <br />recommends the Council award the repair work for Well #5 to Layne <br />Minnesota in the amount of the base bid of $5,304.20. It is further <br />recommended, because of the very good prices received, the Council <br />authorize Layne Minnesota to furnish a video tape picture of the well <br />count casing in the amount of $1,000.00. This would bring the bid to <br />a total of $6,304.20. The water budget for 1982 contained $9,000.00 <br />in Account 1,700-121-4515 fnr removal of well for inspection and <br />$800.00 for televising of well for a total of $9,800.00 in the budget <br />for the above recommended work. This leaves a $3,495.80 contingency <br />fund for purposes of motor pump parts and well parts that may need <br />replacing in lieu of repairing. <br />If you have any questions, please contact me. <br />JCJ/bc <br />Attachments <br />
