°44t't, 8 <br />MEMO TO: <br />: <br />FROM: <br />Mayor and City Counc' <br />Clerk -Administrator <br />DATE: January 6, 198 <br />SUBJECT: LABOR RELATIONS SUBSCRIBER SERVICE <br />Attached please find a memorandum from Jerry Dulgar, Chairman of <br />the M.A.M.A. Committee on Labor Relations Subscriber Service Contract, <br />regarding Labor Relations Subscriber Service for 1983 and the <br />memorandum of agreement between Labor Relations Associates, Inc. <br />and the League of Minnesota Cities for technical assistance in labor <br />relations matters. <br />The City of Mounds View has, in the past, been a member of the <br />Metropolitan Area Management Association and a Labor Relations <br />Subscriber Service member which results in our being provided with <br />a variety of labor relations services which include the following: <br />The City of Mounds View is represented by the Metropolitan <br />Area Management Association in all contract negotiations between <br />the AFL-CIO Local No. 49, representing our Public Works employees, <br />and Teamsters Local No. 320, representing our Police Officers. <br />Technical assistance on all labor issues, including contract <br />interpretation, grievances, mediation and/or arbitration is <br />provided within the Subscriber Service fee, however, any <br />individual assistance provided by Labor Relations Associates, <br />Inc. staff for mediation or arbitration issues relating to <br />the City of Mounds View, only, are billed on an hourly basis. <br />Staff would recommend that the City Council approve our being a <br />Subscriber Service member for 1983 at a fee of $1,485.00. (1983 <br />Budget included $1,550.00 for this service.) Staff bases their <br />recommendation on the fact that the City of Mounds View has received <br />a significant amount of technical assistance in the area of labor <br />relations and has been able to participate in the joint negotiation <br />of labor contracts which have more than likely been of benefit to <br />the City of Mounds in that any attempt on our part to individually <br />and independently negotiate labor contracts would more than likely <br />have resulted in larger settlements in favor of our unions. <br />Should you have any questions regarding this matter or require any <br />additional information, please do not hesitate to contact me.
