6� <br />D. The Consultant will provide general and specific advice, <br />assistance and training to the League's Labor Relations <br />Service in all areas of labor relations. <br />3. SPECIAL SUBSCRIBER SERVICES <br />Labor Relations Associates, Inc. agrees to provide special <br />subscriber services, in addition to those general membership <br />service enumerated above, to those Twin Cities metropolitan area <br />cities which subscribe to this special service. These services <br />include the following: <br />A. One principal of the Consultant firm will participate with <br />subscriber cities in joint negotiations, mediation and/or <br />arbitration involving two or more subscribers and a common <br />union when the Metropolitan Area Management Association <br />(MAMA) is named as the city's representative. <br />B. The Consultant will not charge for time involved in joint <br />bargaining for two or more subscribers dealing with a common <br />union, nor for subscriber individual bargaining efforts which <br />do not involve the Consultant in bargaining, mediation or <br />arbitration sessions. <br />C. Telephone calls, meetings, provision of data, recommendations <br />and other general activities with subscribers involving the <br />labor relations efforts either with elected or appointed r_,) <br />officials will be conducted and provided without charge. <br />D. The Consultant will advise subscribers in their individual <br />negotiations, mediation and/or arbitration efforts. Any <br />attendance or preparation for attendance at such individual <br />efforts will be individually billed to the subscribers. <br />E. The Consultant will assist in the preparation of wage and <br />fringe benefit data, contract language, analysis of <br />arbitration decisions, selection of arbitrators, meet with <br />elected officials and generally assist subscribers in dealing <br />with their collective bargaining efforts. <br />F. The Consultant shall, if authorized by the Labor Relations <br />Subscriber Service Contract Committee, provide assistance or <br />participation in negotiations, mediation, or arbitration of a <br />subscriber -union dispute not covered by this Agreement <br />provided that the problem may have a pattern -setting impact <br />upon collective bargaining generally in the Twin Cities area. <br />-2- <br />J <br />
