The <br />proposed development will. bo adding additional hard surface area to <br />the property, thus making these ponds more inadequate, though the <br />amount of additional holding pond required for the addition itself <br />would be small, Rica Crook Waternhod District review and/or approval <br />will be ruquirud for' this pi:uposed dcvclopmPnt. It should be noted <br />that Mounds View RosoluL.ion No. 903 was not in effect when the bowling <br />alloy addition wall proposed so minimal on -site pending was required by <br />the City. Staff has spoken to Mee Creek Watershed concerning this <br />proposal and they said that they are uncertain at this time whether <br />they may require the Mermaid to pond additionally for this proposal, <br />to require pending for the entire site or neither. <br />Staff soon the following two possible alternatives for City Council <br />direction: <br />1) The Council recently adopted Ordinance No. 328 (Chapter 49A) <br />requiring on -site ntor.age. No direct mention is made in the <br />Ordinance relating to whether the City would require storage <br />for Just nuw devulopmonL (in this case the addition only) or <br />for the entire site. Those, we see, are options the Council <br />has relating to Chapter 49A: <br />a) Require additional storage for the new addition (this <br />amount is relatively small); or <br />b) Require storage for the entire building and the entire <br />parking area. If this option is elected, additional <br />land may be required since the Code requires all parking <br />spaces which they presently have. <br />(Please note that this application is the first under new <br />49A and woul.' ssibly se` a precedent for future applications.) <br />
