Page 2 <br />of means of support of two or more persons <br />in any one occurrence. _ <br />b) A bond of a surety company with minimum coverages as <br />provided in clause a). <br />c) A certificate of the State Treasurer that the licensee <br />has deposited with him $100,000 in cash or securities <br />which may legally be purchased by savings banks or for <br />trust funds having a market value of $100,000. <br />Subdivision 3. Approval by Council. The proof of financial <br />responsibility under Subdivision 2 iereof shall be approved <br />by the council and, when required, by the Commissioner of <br />Public Safety. The municipal attorney shall approve the <br />form of the financial responsibility. <br />Subdivision 4. Revocation. The operation of such "off - <br />sale" or "on -sale 'liquor o business without having on file <br />at all times with the municipality proof of financial res- <br />ponsibility shall be grounds for immediate revocation of <br />the license. Notice of cancellation of a current liquor <br />liability policy shall serve as notice of the impending <br />revocation of the license. <br />It is also suggested that the same Subdivisions 2, 3 and 4 be <br />added to Chapter 101.03 and that the current provision be retitled <br />as Subdivision 1, Application for License. r^ <br />Unless we add the above provision to Chapter 101.03, it will be <br />necessary for us to determine whether or not a particular operator <br />has taken in more than $10,000 from the sale of 3.2 beer or wine. <br />Instead of putting the burden on the City to examine the operator's <br />books, it probably would be prudent to require that they provide proof <br />of financial responsibility as provided hereinabove. <br />In any event, the City should notify all intoxicating and non - <br />intoxicating license holders that they must arrange for this coverage <br />pursuant to statute by March 1, 1983.
