MEMO TO: Mayor and City Council 1n� 11 <br />FROM: Director of Public Works/Community Development `{�j /� <br />4r DATE: February 17, 1983 0 `jil <br />SUBJECT: MOUNDS VIEW ESTATES PARKING ALONG JACKSON DRIVE <br />AND GROBERG STREET <br />Attached is a copy of the additional sketches reyuustud by tho <br />Mayor for angle parking at the two locations previoulsy analyzed <br />in my memo dated 1/20/83, a copy of which is at•tachod, Staff has <br />developed an alternate parking which utilizes 45 degree angled <br />stalls in the two locations under review, Angles of loss than 45 <br />degrees are not recommended due to difficulty in enforcement and <br />control of cars parking in the designated stalls. As can be seen <br />from the attached sketches, the angle parking offers an increased <br />number of spaces over the parallel parking but less than the per- <br />pendicular parking arrangement. <br />Staff has <br />reviewed the third alternate parking arrangement and <br />conclude <br />that the angle parking does mitigate some of the concerns <br />that were <br />expressed over perpendicular parking but still would <br />recommend <br />against consideration of angle parking along Jackson <br />Drive due <br />to many of the same reasons listad in the 1/20/83 memo. <br />Those areas of concern are as follows: <br />1) <br />Pedestrian and bicycle conflict <br />2) <br />Snow plowing <br />3) <br />Traffic visibility <br />4) <br />City Code variance <br />5) <br />Traffic counts on Jackson Drive <br />6) <br />Compounding of drainage concerns due to increase <br />in hard surface area <br />Staff is also of concern that the provision of parking stalls along <br />a street that is currently on the M.S.A. system may result in <br />difficulties for future funding allocations from the M.S.A. program <br />because of the presence of non -parallel parking along an M.S.A. <br />designated roadway. The funding issue could only be resolved in <br />light of review of specific project needs or proposals. <br />Staff, therefore, recommends the City Council proceed with approval <br />for parallel parking along Jackson Drive and either parallel or 45 <br />degree angle parking along Groberg Street. It is further recoiwoended <br />by staff, as mentioned in the previous memo, that construction and <br />maintenance of the proposed stalls would be sole responsibility of <br />the apartment complexes and that if the stalls are improperly or not <br />utilized that the City is prepared to install "no parking" signs as <br />may be n@ccssary. <br />JCJ/bc <br />Attachments <br />
