Mounds View City Council <br />Regular Meeting <br />the Federal Super Fund, at the Shoreview City Hall. <br />Mayor McCarty read a proposed resolution to the <br />Council, for their consideration, regarding his <br />opposition to the possible closing of the DNR <br />offices. <br />Motion/Second: McCarty/Doty to adopt Resolution <br />No. <br />4 ayes 0 nays <br />Mayor McCarty reported he had received the hearing <br />report on the new guidelines for planning around <br />airports, and stated he feels two areas would benefit <br />from further treatment from the Met Council Staff. <br />He reviewed those two sections and stated he would <br />like the City to send a clear message to the Met <br />Council, voicing the City's objections to their <br />repeal of their obligations. <br />Motion/Second: McCarty/Doty to direct Staff to <br />send a letter to the Metropolitan <br />Council, informing them of the City's position <br />that they should retain the verbage, holding them <br />responsible for compensating the property owners <br />where an enforced noise abatement program cannot <br />reduce the magnitude and quantity of noise to <br />reasonable levels, and request that the method <br />for measuring noise levels be that of the more <br />restrictive L10 criteria as required by the <br />Minnesota Polution Control Agency. <br />4 ayes 0 nays <br />Clerk/Administrator Pauley reported that, pursuant <br />to the last agenda session, he had met with Finance <br />Director Brager and Director Johnson regarding the <br />water and sewer rates, and due to the amount of <br />information needed to develop and present a report, <br />would request additional time to prepare. He <br />requested the Council schedule a special work <br />session on Saturday, March 19, for Staff to <br />present their report and the Council to review <br />it, with a public hearing then scheduled for <br />March 28, <br />Motion/Second: Doty/Hankner that the Council set <br />a public hearing for the 1983 utility rates for <br />March 28, 1983 at 7:40 PM. <br />February 14, 1963 <br />Page Four <br />14. <br />Motion <br />Motion Carried <br />Report of <br />Administrator <br />4 ayes 0 nays Motion C,,,,.�ed <br />
