Mounds View City Council Regular Meeting the Federal Super Fund, at the Shoreview City Hall. Mayor McCarty read a proposed resolution to the Council, for their consideration, regarding his opposition to the possible closing of the DNR offices. Motion/Second: McCarty/Doty to adopt Resolution No. 4 ayes 0 nays Mayor McCarty reported he had received the hearing report on the new guidelines for planning around airports, and stated he feels two areas would benefit from further treatment from the Met Council Staff. He reviewed those two sections and stated he would like the City to send a clear message to the Met Council, voicing the City's objections to their repeal of their obligations. Motion/Second: McCarty/Doty to direct Staff to send a letter to the Metropolitan Council, informing them of the City's position that they should retain the verbage, holding them responsible for compensating the property owners where an enforced noise abatement program cannot reduce the magnitude and quantity of noise to reasonable levels, and request that the method for measuring noise levels be that of the more restrictive L10 criteria as required by the Minnesota Polution Control Agency. 4 ayes 0 nays Clerk/Administrator Pauley reported that, pursuant to the last agenda session, he had met with Finance Director Brager and Director Johnson regarding the water and sewer rates, and due to the amount of information needed to develop and present a report, would request additional time to prepare. He requested the Council schedule a special work session on Saturday, March 19, for Staff to present their report and the Council to review it, with a public hearing then scheduled for March 28, Motion/Second: Doty/Hankner that the Council set a public hearing for the 1983 utility rates for March 28, 1983 at 7:40 PM.
