' EXHIBIT A <br />WATER, SYSTEM INVESTIGATION <br />FOR THE <br />CITY OF MOUNDS VIEW, MINNESOTA <br />To assist the City of Mounds View to solve its high iron and manganese <br />concentration problems, we propose to conduct an engineering investigation <br />which will include the following tasks; <br />1. Arrange for the determination of the iron and manganese levels at the <br />treatment plant locations, before and after treatment, and at various <br />locations in the distribution system (as reflected by customer complaints) <br />over a period of 30-45 days. Water quality sampling and analysis will be <br />conducted by an independent laboratory, with the cost of same to be <br />billed to the OWNER. <br />2. Analyze the removal data and compare these to the rated effectiveness <br />of the treatment facilities at the throughput rates utilized. <br />3. Analyze treatment plant operations to determine if iron and manganese <br />carrover can be reduced by plant operation changes or process modifica- <br />tions. <br />4. Consider alternative methods of iron and manganese reduction and/or <br />sequestering as a temporary, or permanent, solution. <br />5. Analyze, on an overview basis, the configuration of the distribution <br />system as it affects the concentration of residual iron or mannanese <br />in various portions of the City. <br />6. Present the findings of the investigation, together with cost data, for <br />discussion and consideration. <br />7. Prepare and present a final report and recommendations. <br />8. Direct pilot plant testing program at Treatment Plant Nos. 2 and 3 <br />to investigate manganese removal with potassium permanganate and analyze <br />results. <br />9. Prepare summary report of pilot plant testing program and present <br />recommendations for full-scale treatment plant alterations for manganese <br />reduction at Treatment Plant Nos. 2 and 3. <br />10. Direct pilot plant testing program at Treatment Plant No. 1 to investigate <br />manganese removal with potassium permanganate and analyze results. <br />11. Prepare summary report of pilot plant testing program and present recommenda- <br />tions for full-scale treatment plant alterations for manganese reduction <br />at Treatment Plant No. 1. <br />
