First level factors were given the greatest attention by the Board in com- <br />paring the proposed areas. Second level factors were also considered by the <br />Board but were given less weight than the first level factors. <br />III, CRITERIA DEVELOPMENT <br />39, In developing criteria and factors for selection of areas within the <br />Metropolitan Area the Board used essentially the same factors it used to select pre- <br />ferred areas in the first search. The primary difference between the two searches <br />is that the first search covered the entire state and, due to the size of the area <br />under consideration, thb initial screening was done on a very general basis using <br />mainly computerized data at a 40 acre resolution. The second search employed a <br />much more intensive and detailed screening to identify potential areas. <br />40, Under Minn. Stat. 115A.10 the Board is required to "solicit the active <br />participation of private waste management firms and shall so conduct its activities <br />as to encourage private permit applications for facilities in the state." <br />41. In addition to relying on information gained during the previous search, the <br />Board also conducted a survey of industries that operate commercial hazardous <br />waste processing facilities in ^ states.
