MEMO TO: Mounds View City Counc'1 <br />FROM: Bruce K. Anderson, <br />Parks, Recreation a d s ry <br />DATE: March 31, 1983 <br />RE: Hiring of half-time aquatics director <br />Enclosed you will find a memorandum that was distributed to the <br />Parks and Recreation Commission at their March 24, 1983 meeting <br />which outlines the feasibility of hiring a half-time aquatics <br />director. The aquatics director would be responsible for the <br />organization, direction, implementation and coordination of the <br />City's aquatics program at both the Edgewood Pool and the Lake- <br />side Park Beach. As indicated in the staff memo, the aquatics <br />program currently coordinated by the City of Mounds View involves <br />33 seasonal employees with expenditures of approximately $32,000 <br />and revenue in the area of $10,000. <br />Staff's proposal as outlined would recommend the hiring of <br />"a regular part-time employee which is defined in the Mounds View <br />City Code, Chapter 6, under personnel 6.024 as an employee who <br />has successfully completed the probationary period and is employed <br />on a schedule of more than 20 hours and less than 40 hours per <br />week". Staff further proposes that this position would be funded <br />out of existing revenues. To be more specific, a joint powers <br />agreement would be implemented with the School District which <br />would include $1,500 - $2,000 of financial assistance and the <br />existing $3,500 from Lakeside Park and the additional $1,900 <br />currently paid for a pool coordinator at Edgewood. <br />As noted in the staff memorandum, staff has completed preliminary <br />groundwork which indicates that we would be able to hire an ex- <br />tremely competent individual on a regular part-time basis at the <br />proposed salary range of $6,000 - $7,000 per year. It should be <br />noted that staff included fringe benefits in the $6,000 - $7,000 <br />range so actually, the salary would probably be approximately <br />$5,000 - $6,000 with the remaining $1,000 - $1,500 to be paid <br />out in fringe benefits. It should be noted that fringe benefits <br />would be paid on a proportional basis as to the number of hours <br />that are actually worked, similar to the regular part-time police <br />secretary's position. <br />Both myself and Program Supervisor Mary Saarion will be on hand <br />Monday evening to discuss the feasibility of hiring a regular <br />part-time aquatics coordinator at Monday evenings meeting. <br />Should you have any questions regarding this issue prior to <br />Monday evenings meeting, feel free to contact myself directly <br />at ext. #41. <br />BKA/sll <br />Attachment <br />4 <br />
