MEMO TO: Mayor and City Council <br />FROM: Director of Public Works/Community Devevelopment <br />DATE: March 24, 1983 <br />SUBJECT: DEVELOPMENT AGREEMENT NO. 82-54 WITH BOB EIGENEREER <br />FOR EUGEWOOD SQUARE SUBDIVISION <br />Currently, drainage from portions of proposed lots 1, 2, 3, 4, 5 <br />and 6 or approximately 1.49 acres runs off to County Road I (see <br />attached sketch). This would result in a current undeveloped dis- <br />charge of 0.149 acre-foot to County Road I. After a meeting with <br />the developer and his engineer, the drainage plan has been revised <br />to divert all runoff from lots 3,4, 5 and 6 (approximately 0.89 acres) <br />to the west and onto proposed Edgewood Drive and ultimately into the <br />proposed detention nnnd. Runoff from lots 1 and 2 (approximately 0.60 <br />acres) will continue to flow to County Road I. Runoff to County Road <br />I after development will be 0.105 acre-feet. This is a net reduction <br />of 0.044 acre-feet of runoff to County Road I, thus exceeding the <br />requirements of Chapter 49A (Resolution No. 983). The diversion of <br />additional runoff to the detention pond will result in the pond <br />elevation, after the 100 year storm, to rise from 902.7 to 903.0. <br />The pond embankment will be raised to account for this additional <br />water. <br />Based on the revised data, staff recommends that the City Council <br />approve the drainage plan for Edgewood Square Subdivision. <br />Dick Meyers indicated to staff that the development agreement and <br />Final Plat deadlines can be extended by City Council resolution under <br />certain conditions. Mr. Meyers will report to the City Council at <br />the 3/28/83 meeting. <br />This project will soon move to the construction phase. Staff would <br />like Council direction as to how the Council would like the inspection <br />work completed. Staff would suggest the developer provide daily <br />inspection services and "as -built" drawings with the City providing <br />personnel during key tests such as pressure tests of sewer and water - <br />mains and compaction testing of trenches and road subgrade. <br />JCJ/bc <br />Attachment <br />
