MEMO TO: Mayor and City Council I, <br />FROM: Director of Public Works/Community Developments <br />DATE: March 31, 1983 <br />SUBJECT: MR. MILLER'S REQUEST TO PROCESS A PLAT ON THE PREDOMI- <br />NATELY "DRY -BUILDABLE" PORTIONS OF HIS PROPERTY <br />Attached is a copy of Mr. Bruce Malkerson's letter dated March 31, <br />1983, outlining Mr. Miller's request to proceed to final plat on <br />a portion of his property. The letter contains a historical summary <br />of events as to Mr. Miller's proposal. Staff has reviewed the <br />summary and make the following comments: <br />1) Page 3, Item 9 - The Planning Commission did meet on July <br />2, 1980, and tabled the application for consultant review <br />and input. <br />2) Page 3, Item 14 - Attached are minutes from the Planning <br />Commission meeting of December 10, 1980. The Planning <br />Commission raised and discussed questions and concerns <br />regarding wetlands. Their action concluded the need for <br />input from the Attorney and Engineer. <br />3) Page 4, Item 17 - Attached are the Planning Commission <br />minutes of the January 7, 1981, meeting and Resolution No. <br />03-81 in which a recommendation of denial was given regard- <br />ing the proposed plat. <br />4) Pages 4, 5 and 6, Section B - in its near entirety misrep- <br />resents actions and conclusions on the various dates and <br />general comments stated. Should the Council wish further <br />information in this area, please direct us accordingly. <br />5) Pages 6, 7 and 8, Section C - is a reasonable interpretation <br />of the applicant's proceeding. <br />Page 8 of Mr. Malkerson's March 31, 1983, letter states the request <br />is to plat the five lots as "approved" by the City on March 91 1981. <br />Current request is to consolidate the five lots into four lots as <br />shown on the last page (exhibit J) of Mr. Malkerson's letter. <br />Staff Comments on Proposal <br />1) Chapter 48 does allow processing coextensively a subdivision <br />with the wetland alteration permit. <br />2) Plat includes a wetland within Lot 1, Block 1 (parcel is <br />I currently a separate parcel of record). Any development <br />E. will require an alteration permit before issuance of a <br />building permit. <br />
