MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION 110, 03-8I <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSE'Y <br />STATE' OF MINNE.L;0TA <br />MOTION CONCERNING RE -QUEST FOR SUBDIVISION <br />CASE 47-80 (MILLER INDUSTRIAL PLAT) <br />WIIEREAS, it is generally recognized that wetlands can consti- <br />tute important• physical, aesthetic, recreational and economic assets <br />of existing and future residents of the community; and <br />WHEREAS, a letter dated April 2, 1980, from the Department of <br />Natural Resources to the subdivider, Mr. John A. Miller, indicates <br />that the property bounded by Minnesota Trunk Highway #10, County Road <br />J and Judicial Ditch 11 is a Type II wetland; and <br />WHEREAS, tl:e Mounds View Comprehensive Plan states the following <br />under Industrial Goals and Policies: "Industrial development shall <br />be prohibited on wetlands, flood plains, shoreline, and other natural <br />features that perform important public protection functions in their <br />natural state."; and <br />WHEREAS, the proposed subdivision holds a substantial portion <br />of the remaining wetlands in Mounds View; and <br />WHE'RRAS, the attachment to the preliminary plat entitled <br />"Drainage Plan" (received by the City on January 2, 1981) shows that <br />the existing wetlands would essentially be eliminated through filling <br />if the proposed subdivision were to be approved; <br />NOW, 'I'IIEREFORE, BIi IT RESOLVED by the Planning and Zoning <br />Commission that tl:e following are recommended to the City Council: <br />1) That the subdivision shown on the preliminary plat <br />(revised 11/14/80) and attached drainage plan, received <br />January 21 1981, be denied as proposed. <br />2) That the City Council determine which portions of the <br />wetlands on the cited property should be protected and <br />preserved in the public interest before consideration <br />is given to alternative proposals by the subdivider. <br />Adopted this 7th day of January, 1981, as Exhibit E. <br />ATTEST: <br />M <br />(SEAL) <br />
