Staff received and discussed with the Council on September 22, <br />1980, a proposal from Short-Elliott-liendrickson regarding the <br />overall drainage and scheduled a meeting with all the affected <br />property owners (attached are Council minutes and S.E.H. materi- <br />als, 2 sheets). <br />12. The meeting with staff and the property owners was held on <br />September 24, 1980, and the general concensus was approval of <br />a shared drainage system and overall plan. <br />13. On October 14, 1980, pursuant to all of the above, the Council <br />authorized execution of a development agreement with Dynamic <br />Designers (minutes are attached). <br />14. The applicant applied for a partial building permit on November <br />7, 1980, and paid the City $3,000.00. <br />15. The applicant later on February 26, 1981, submitted a bond for <br />escrow as required by Developr,:nt Agreement No. 80-40 with the <br />City. <br />16. On October 9, 1981, the applicant requested refund of the $3,000.00 <br />(see attached letter). <br />17. The City on October 13, 1981, passed Resolution No. 1373 rescind- <br />ing development agreement approval and authorized refund (see <br />attached resolution). <br />18. On September 9, 1982, the applicant applied for a request for an <br />interpretation of dry -buildable under Ordinance No. 301. <br />19. On September 27, 1982, the City Council passed Resolution No. <br />1495 denying the development request (see attached resolution). <br />Alteration Permit <br />The wetland as mapped in Chapter 48 (does not include fill placed by <br />developer) has the following factors; <br />Total Drainage Area 9.357 acres <br />Total Wetland Area 3.248 acres <br />Portion of Wetland'Owned by Applicant 0.530 acres <br />Wetland Storage Volume 4.009 acre-feet <br />100 Year, 24 flour Storm Runoff 3.649 acre-feet A <br />Total Phosphorus Generated Per Year 21.1 pounds �I <br />by Drainage Basin <br />
