PROCEEDINGS 01' THE PLANNING COMMfSSTON <br />CITY 01' MOUNDS VIEW <br />• 16114SEY COUNTY, MINNESU'I'A <br />Regular Meeting <br />December 19, 1979 <br />Mounds View City Hall <br />------------------------ 2401-Hwy_-10,-Mounds View, MN 55112 <br />----------------------- _ ! <br />Mounds View Planning Commission was called to <br />order at 7:45 PM, December 19, 1979, by Chair- <br />person Naake. <br />Members Present: Chairperson Haake, Commission 1. <br />ROLL CALL OF COMMISSIONERS <br />Members Blanchard, Burmeister, Fedor, Freemore, <br />Glazer, Goebel, McCarthy <br />Members Absent: Mountin (illness) <br />Also Present: Building 6 Zoning Official Rose <br />Planning Commission accepted the 11/7/79 minutes 2. <br />APPROVAL OF•11/7/79 MINUTES <br />as submitted. <br />The developers request to develop two lots with 3. <br />DYNAMIC DEVELOPERS <br />two four-plexes. Zoning denotes the area R-3 and <br />7656 G 7658 Woodlawn Dr. <br />the comprehensive land use plan denotes high density, <br />Development Controls (R-3) <br />which are in agreement with the prnpnnal. The 62' x <br />Pa;:r 43-79 <br />28' four-plexes with 116' x 24' garages will share a <br />i common egress, which will require joint covenants of <br />driveway usage and maintenance to be filed with the <br />County. The revised site plan meets parking re- <br />�,i quirements. Both plot plans meet minimum open <br />space requirements of 625 square feet per unit. <br />Sewer and water services are stubbed to both lots. <br />Individual services to the property line will be <br />re-quired <br />for each water meter. The present storm <br />sewer system is estimated inadequate for a three year <br />storm, according to the BSE11 report. The proposed <br />pending will require two modifications in order to <br />} meet the requirements of Resolution 11903: 1) Eleva- <br />tions of pending and buildings should be raised lk' <br />i <br />or 2) ponds should drain to a common point behind <br />the center opening; of the two garages by mcann of <br />i a Ill -PVC pipe. Deveiopmw;t agreement rcq;:.rr.:a..nts <br />are: 1) $10,000 bonding letter of credit, 2) con- <br />crete curb and sidewalks, 3) marked parking spaces, <br />4) minimum of 3 plantings, and 5) covenants for <br />joint access usage. <br />Applicants, Mr. Art rretag and Mr. James Cepress, <br />joined the meeting aL U:15 1114. <br />Blanchard moved to remove the matter of Dynamic <br />Developers from the table.
