r <br />MEMO TO: Mayor and City COnneJ.l. <br />Wetlands Commil:tcc <br />I'ROM: Director of Public Works/COumwniLy DcveJ.opmcnL <br />DATE: July 14, 1983 <br />SUBJECT: COORDINATION W"J"I RICE CREEK WATERSHED DISTRICT <br />CONCERNING WEI-LAND ORDINANCE AND COMPREHENSIVE <br />STORM WATER MANAGEMENT PLAN <br />On July 12, 1983, I attended a forum at Met Council concerning the <br />Surface Water Management Act (Chapter 509, Levy Bill). Attached <br />are Lhc hand outs from that meeting. <br />The focus of the meeting was to discuss requirements of the Levi <br />Bill. The most important factor _s for cities to determine when and <br />how involved they will become in plan preparation process. The <br />Statute allows levying a tax to fund plan preparation, and eventually, <br />capital improvements and maintenance. It was also pointed out that <br />the 1983 legislative authorized local units of government to create a <br />storm sewer utility like currently exists for sanitary sewer and water <br />systems. <br />I was contacted on July 8, 1983 District concerning by Steve Miller of Rice Creek Watershed <br />what the City was willing <br />Poppelaars drainage permit. Mr. Miller wondered <br />tentativelng to do to resolve current impasse. I have <br />y set up a meeting with Mr. WJodenbacher of Rice Creek Water- <br />shed Disrict to discuss these issues. <br />RECOMMENDATION: Staff requests direction from the Council concerning: <br />1) Role the City desires to play in Rice Creek Watershed <br />District Surface Water Management Plan preparation. <br />2) Role the City will play to resolve impasse with Rice <br />Creek Watershed District permit for 'Pony Poppelaars. <br />JCJ/bc <br />Attachments <br />
