Call to Order <br />Mayor McCarty at 7:32 PM on July 11, 1983, <br />MEMBERS PRESENT; Councilmembers Blanchard, Doty, 2. Roll Call <br />an ner, Lin a and Mayor McCarty. <br />ALSO PRESENT: City Attorney Meyers, Clerk/ <br />Administrator Pauley and Public Works/Community <br />Development Director Johnson. <br />Motion/Second: Doty/Linke to approve the June '17, 3. Approval of <br />I-9TTminutes as corrected. Minutes: <br />June 27, 1983 <br />5 ayes 0 nays <br />Motion Carrie <br />Victor Loeffler, 5135 Greenwood Drive, stated he has 4. Residents Re - <br />two lots up for sale at 81st and Laport, and he has quests and <br />just found out they are part of the wetland Comments ftom <br />area. and asked what their status was, the Floor <br />Director Johnson explained that he had spoken with <br />Mr. and Mrs. Loeffler, and had explained the procedure <br />for obtaining a building permit, and getting a wetland <br />alteration permit. He also explained the problem <br />with the two lots, stating that the street is also <br />within the wetland, and the two lots are controlled <br />by both the flood plain and wetlands ordinances. <br />Attorney Meyers stated that Mr. Loeffler would have <br />to go through the process of applying for a permit, <br />and that there are several ordinances that regulate <br />the use of this land. He also advised that if a <br />permit cannot be issued, there is no provision for <br />reimbursement by the City. <br />Mr. Loeffler expressed his concern with finding a <br />buyer who may sue later, if he finds the lots are <br />not buildable. Attorney Meyers advised that Mr. <br />Loeffler not surpress any information about the lots <br />to prospective buyers. <br />Carol Seidenkranz, Student Services Coordinator for <br />the Mounds View Public Schools, stated that she has <br />
