MEMO TO: Mayer and City Connell <br />q 7 <br />FROM: Director of Public Wurks/I:ouuuunity Development <br />DATE: August 3, 1983 <br />SUBJECT: MILLER INDUSTRIAL PARK FINAL PLAT <br />Mr. Miller has requested an extension to the deadline for Final Plat <br />submission. The deadline as exlained in my memo of July 28, 1983 is <br />either August 9 or August II, 1983. Chapter 42.05, Subdivision 3(1) <br />allows the Council to extend the deadline "fur good cause". Chapter <br />42.05, Subdivision 3(h) lists factors to be considered In granting an <br />extension to the final plat deadline. <br />In order to approve the final plat the follnwing items will have to be <br />submitted and approved: <br />1. Engineering proposals pertaining to: <br />a) Water Supply <br />b) Sewerage Disposal <br />c) Storm Drainage (Chapter 49A) <br />d) Street Plans and Profiles <br />e) Other Utilities <br />2. Approval by other public entities having jurisdiction such as: <br />a) Noun <br />b) Ramsey County <br />c) Rice Creek Watershed District <br />3. Final plat map containing all the items listed in 42.08. <br />4. Wetland Alteration Permit. <br />5. Floodplain modification which, depending on wetland <br />alterations, may require a conditional use permit. <br />To date, the applicant has submitted a wetland alteration application <br />and a final plat map which will need revision. The preliminary plat <br />illustrated the proposed sewer, water, storm sewer and street <br />improvements. These preliminary plans are not judged sufficient to <br />grant final plat approval. <br />It would appear that items I, 2, 3, and 5 listed above are dependent <br />upon wetland alteration activites, therefore, a determination of the <br />amount of wetland alteration necessary or the amount that will be <br />allowed needs to be made prior to preparation of the required detailed <br />exhibits and agency approvals. <br />RECOMMENDATION: The City Council can either: <br />a) Grant a time extension "for good cause"; <br />b) Approve the final plat with a whole series of contingencies; <br />c) Determine the preliminary plat is void due to failure to <br />complete the Code requirements in the allotted time frame. <br />
