MEMO TO: Mounds View City Council ,w <br />FROM: Bruce K. Anderson, Direct <br />Parks, ReereaLion and <br />DATE: August 18, 1983 <br />RE: Part-time Aquatics Director <br />Enclosed are t-hroq documents that. the City Council will need to <br />approve prior to 1,,e hiring of Ms. Maureen Thielen as a part-time <br />aquatics coordinator for the City of Mounds View. The first <br />document is a memorandum of understanding between the City and <br />Ms. Thielen which outlines the specific job responsibilities as <br />well as the reimbursement package that the City will provide for <br />the services as outlined. <br />The second item is Resolution No. 1644 which is a joint powers <br />aggreement between the School District #621 and the City of <br />Mounds View which outlines the school district's involvement in <br />the program as far as coordination of aquatics programs on a <br />district wide basis. <br />The third item is Addendum A which outlines the proposed job re- <br />sponsibilities that we will work towards during the coming year <br />but do not see as specific criteria that Ms. Thielen would be <br />held responsible for. <br />Staff has reviewed the enclosed material with Ms. Thielen on <br />/ three separate occasions and we feel that both the City and Ms. <br />Thielen will benefit. The major change that has arisen during <br />the past week is that we were initially hoping to provide health <br />benefits on a pro -rated share for Ms. Thielen but Group Health's <br />current policy is that employees have to work a minimum of 30 <br />hours per week which would not make her eligible for this pro- <br />gram. At this time we have eliminated the City's involvement in <br />the health benefit program and staff has indicated to Ms. Thielen <br />that should the status of health insurance change during the <br />coming year, we would review her involvement in the program once <br />again. <br />Staff proposes that this position will be funded from three <br />separate sources; $3,500.00 to be funded from the Lakeside Park <br />Commission's account; $1,500.00 from the City of Mounds view's <br />recreation activity account that has been used in the past for <br />aquatic personnel supervision; the remainder from the recreation <br />activity program fees out of account 250-351-4304 which staff <br />feels will potentially grow through outside revenue sources such <br />as greater municipality involvement in the business community and <br />increased program participation. <br />Staff feels that the Aquatics Coordinator position as outlined <br />for a one year period will enable the City to review our current <br />direction and we would review the contract in one year to <br />determine if it should be modified or extended. Should you have <br />any questions regarding staff's position on this issue, feel free <br />to contact myself directly at extension 141. <br />RECOMMENDATION: to direct staff to enter into an agreement with <br />Ms. Maureen Thielen on a one year interim basis to be retained as <br />the City's Aquatics Director and adopt resolution no. 1644; <br />entering into a joint powers agreement with the school district <br />for school wide district coordination of facilities. <br />
