Adminrsaalur <br />May 23, 1983 <br />Mr. Richard Paradise <br />Chairman <br />Mounds View Civil Service Commission <br />Mounds View Police Department <br />2401 Highway 10 <br />St. Paul, Minnesota 55112 <br />Dear Mr. Paradise: <br />I am very pleased to have the opportunity to provide a recommendation <br />for Mr. Hugh Rohrbacher for the position of Chief of Police of <br />Mounds View. Mr. Rohrbacher has served as Chief of Security at <br />/ Fairview Hospital for 91i years and cansistently performed in an <br />( outstanding manner. In his capacity as Chief of Security, <br />`— Mr. Rohrbacher supervised 12 employees and was responsible for <br />the security of a $36 million dollar operation which employs <br />1300 employees. <br />The hospital setting is an extremely difficult one in which to <br />provide security. The hospital must be accessible to patients <br />and visitors and staff and yet be able to protect its physical <br />assets and controlled substances. Mr. Rohrbacher has done an <br />outstanding job in providing that protection over the last 94 years <br />at Fairview Hospital. Mr. Rohrbacher has maintained an excellent <br />rapport with all levels of Fairview Hospital personnel and has <br />been able to maintain tight security without the perception by <br />patients and visitors that the hospital is too restrictive in its <br />policies. As in all organizations, Fairview Hospital experiences <br />thefts of its assets from time to time. Mr. Rohrbacher has been <br />extremely successful in apprehending and convicting individuals who <br />are involved in those thafts. <br />In summary, T have worked for five.years with Mr. Rohrbacher and <br />have found him to be a highly professional, innovative and personable <br />individual. lie has been extremely responsive to the needs of <br />Fairview Hospital and his designed a security prop <br />ram which is <br />1/O�111�F A I ui vum; CfY nii 1 li Ay I losplld <br />VV Arhrrvrnien(Ihroughexcollence <br />
