- How many units in the Area will need rehabilitation? Should the <br />Council try to develop a measure of units that need improvement or <br />folk, has enough attention been paid to housing rehabilitation? <br />- Should the Council give special attention to renter households? <br />Rental housing production has dropped dramatically in recent years. <br />This may have placed additional pressure on the rental market. <br />Should the Council develop data and information on the characteristics <br />of renter households and rental housing? <br />III. NEEDS ASSESSMENT DATA SOURCES <br />As a basis for-evising the Housing chapter, the Council will use housing <br />data and information from a variety of sources. The 1980 census will be <br />the principal source of information. The Council will use census data to <br />prepare a housing profile for each county, city and township. <br />Each profile will provide a composite picture of a dozen key <br />characteristics about the locality's housing situation, demographic <br />composition and household income. An analysis of these profiles will <br />point out important housing problems and issues. The Council will rely <br />heavily upon Summary Tape File-4 of the 1980 census. The file's many <br />cross tabulations on population, income and housing data are the best <br />data available for matching households and housing characteristics. <br />The Council will also use data gathered in its long-term Housing Murket <br />Study. The study, which includes reports on housing affordability, <br />financing, occupancy trends, production, maintenance and energy use, <br />provides a ready data source. In addition, the Council will use the <br />annual survey it conducts of communities to determine housing <br />performance scores in implementing Housing Policy 39. The additional <br />data gathered to compute these rankings (such as permit numbers, and <br />production of subsidized and modest -cost housing) will be helpful in <br />assessing housing needs. <br />LS799C <br />-2- <br />
