Anderson —a'' t r <br />Parks, Recreation an o ' <br />DATE: October 6, 19333 <br />RE: Leaf Composting Program <br />As you are aware, October 22 is our kick-off date for the city's <br />leaf composting program. Most of the details have been taken <br />care of to ensure a positive and welcome service to the City <br />residents. As part of staft's initial investigation in this <br />project, I have toured a number of local leaf composting sites <br />and feel there would be one welcome addition which would greatly <br />improve the leaf composting program at Ardan Park. That item <br />would be to fence the entire leaf composting area off with chain <br />link fence. <br />To that end, staff has contacted a number of local fencing firms <br />to receive bid proposals on a variety of fencing including green <br />fabric, varying heights and gauges. Staff would recommend that <br />we go with the bid proposal from Crowley Fence Company for 550 <br />feet of used 6 ft. 9 gauge fencing to enclose the entire area <br />off. The used fencing bid proposal of $2,060.00 is most <br />beneficial from staff's perspective for the following reasons: <br />1. The proposed fencing is 6 ft. which would be higher than the other <br />fence proposals and should deter any unacceptable material <br />from being thrown into the composting area during <br />non -supervised hours. <br />2. The used fencing is 9 gauge as compared to 11 gauge which is <br />a much stronger fence. <br />3. By having 550 ft., we would be able to make our rectangle <br />200' x 75' which would allow ample space for the heavy <br />equipment to turn the windrows on a quarterly basis. <br />4. It would provide a buffer from the remaining park area which <br />will be further enhanced by planting in the spring. <br />Ramsey County has budgeted $400.00 for the installation of a gate <br />at each of their composting sites so the actual cost to the City <br />for the installation of the fencing and gate would be $1,660.00. <br />As there is no money budgeted for the leaf composting program in <br />1903, the monies would have to come from the City's contingency <br />account in the amount of $1,660.00. As staff feels that the <br />fencing would not only keep the area in a neat and presentable <br />manner but it would also establish some permanence to the <br />program. It should also be noted that I have spoken to Crowley <br />Fence and they have guaranteed installation prior to October 22 <br />of the fence as outlined. Should you have any questions <br />regarding staffs position on this issue, feel free to contact me <br />directly at ext. 141. <br />RECOMMENDATION: To allocate $1,660.00 from the City's <br />contingency account for the installation of 550 ft. of used 6 <br />ft. 9 gauge fence to be installed at Ardan Park for the City's <br />leaf composting program. <br />BKA/sll <br />
