d,ktjyn q <br />MEMO TO: Mayor and City Council <br />FROM: Director of Public Works/Community Development <br />DATE: October 12, 1983 <br />SUBJECT: EDGEWOOD DRIVE/BONA ROAD WALKWAY NEAR EDGEWOOD <br />COMMUNITY CENTER <br />Attached are the following items: <br />1. A copy of the memo dated 9/29/83 from the Engineering/ <br />Planning Technician discussing background information <br />on the subject walkway. <br />2. A letter from Mrs. Maria French, 5101 Edgewood Drive, <br />requesting construction of a fence along the walkway. <br />As can be seen from the attached material, the City has several <br />walkways currently in use throughout the City. In all cases, <br />walkways that have homes developed on either side have had chain <br />link fencing installed. In the subject case, the fence along the <br />north edge of the walkway was installed partially by the City and <br />partially by an existing homeowner. If the City is to contemplate <br />installation of a fence along the southern part of the walkway <br />then the following items should be addressed. <br />1. The location of the easement line should be varified <br />to insure proper location of the fence. <br />2. The fence should be installed in such a fashion as to <br />allow wintertime snow removal activities. <br />3. The fence should be of substantial materials and <br />relatively vandal and maintenance free. <br />It is estimated that construction of approximately 270 feet of <br />fence will cost at least $800.00. This work is not currently <br />contemplated within any of the 1983 or 1984 budget items. <br />RECOMMENDATION: Staff requests Council direction as to whether a <br />ence siou d e installed along this portion of walkway. If a fence <br />is to be installed,.who should bear the cost of the fence, either the <br />City or the adjoining property owners? It is further suggested by <br />staff that if a fence is to be installed that a meeting with the <br />property owners be arranged and a determination as to type and <br />location of fence be established. <br />Staff would like to suggest to the Council that future walkways <br />installed as part of subdivisions or developments in the City be <br />required to have fencing, landscaping and/or control devices <br />
