MEMO TO: Director of Public Works/Community Development <br />FROM: Engineering/Planning Technician <br />DATE: September 29, 1983 <br />SUBJECT: EDCEWOOD DRIVE/BONA ROAD WALKWAY FENCE <br />This memo is in response to the request by the property owner at <br />5101 Edgewood Drive, Mrs. Maria French, for the City to construct <br />a fence along the south side of an existing walkway between <br />Edgewood Drive and Bona Rnad and also to construct a fence along <br />her rear (west) property line. <br />I was asked to obtain some background information as to when and <br />under what conditions the fence on the north side of the walkway <br />was installed. According to Mr. Roy Schaffhausen, owner of prop- <br />erty at 5130 Bona Road, the fence along the north side of the <br />walkway was installed in 1973. Also according to Mr. <br />Schaffhausen, the City, back in 1973, was going to pay for the <br />entire fence stretching from Bona Road to Edgewood Drive. At <br />this same time Mr. Schaffhausen was in the process of con- <br />structing an addition onto the rear of his home. The only way <br />that cement trucks could gain access to the rear yard was from <br />the south. The installation of a fence along Mr.Schaffhausen's <br />south property line would have prohibited access of trucks to his <br />rear yard. Mr. Schaffhausen supposedly asked the City to delay <br />installation of the fence for two weeks at the most to allow him <br />to pour footings for the addition. Apparantly, according to <br />Mr.Schaffhausen, the installation could not wait two weeks, and <br />no reason was given. The City installed the fence along the east <br />half/north side of the walkway and also paid for it. Mr. <br />Schaffhausen at his expense paid to put up the remaining fence to <br />Bona Road. He also, at this time, installed a fence along his <br />rear (east) property line. <br />I have searched through City Cuuncil minutes back at the time his <br />addition was constructed and could find no reference to the fence <br />installation circumstances. <br />The walkway was dedicated on September 14, 1964. This walkway <br />was part of the Berwyn Addition platted in 1977. <br />The City has five other walkways similar to this one. They are <br />located at: <br />l) Pleasant View Court <br />2) Silver lake Woods Addition (2) <br />3) Between Adams and Quincy near Pinewood School <br />4) Greenfield Place Adjacent to Greenfield Park <br />
