MEMO TO: Mayor and City Council
r\ FROM: Clerk-AdminisLral:or
DATE: October 3, 1983
SUBJECT: GARAGE SALE SIGNS
Pursuant to Council direction at the September 26th Council Meeting,
staff reviewed the City sign code regarding a prohibition against
the posting of garage sale type signs on utility poles and has
determined that no such prohibition exists within our existing City
code.
Attached please find a copy of the City of Blaine's zoning ordinance
which, under Section 35.184 (H), provides for such a prohibition of
signs. We would also point your attention to a copy of the April
1982 Newsletter for the City of Blaine which includes an article on
garage sale signs and states that the ordinance was not meant to
prevent advertising garage sales and that the enforcement of such a
prohibition would be extremely difficult. Staff would agree with
such a finding and recommend the inclusion of an article in the
City's newsletter in the Spring and Fall quarters requesting that
people be aware of the hazards of not removing such signs and the
nails holding such signs, as well as the overall detraction from
1 the community. It is our hope that we would obtain the cooperation
of our residents, thus, avoiding the need to establish an ordinance
prohibiting such signs which would be difficult if not impossible to
enforce.
RECOMMENDATION: Placement of regular newsletter articles in the
Spring and Fall quarters requesting the cooperation of citizens in
the removal of outdated garage sale signs and nails holding such
signs.
DFP/pf
Attachments
1
