October 17, 1983 h "1q` <br />Mayor Duane McCarty tl 0 <br />8O60 Long Lake <br />Mounds View, Minnesota 55432 <br />Dear Mayor McCarty: <br />During the past three years, we have made various attempts to work <br />with the City of Mounds View to resolve a problem caused by a par- <br />cel of unused City property. This land is located adjacent to <br />our residence and is unmaintained and unsupervised. At this point, <br />we have little, if any, influence over its appearance or usage. <br />It violates our rights as residents and property owners. It is <br />a neighborhood eyesore and has become a public nuisance. <br />After pursuing this matter and exploring various alternatives, <br />we were reasonably confident a solution was found following our <br />meeting with the City Council 15 months ago. It was our under- <br />standing the City would wait one more year to allow plans or de- <br />velopment to occur and if not the property would be vacated. After <br />enduring this unfortunate situation for another year, we are now <br />dismayed to learn the issue is once again unresolved. As adjacent <br />property owners, we plan to step up our efforts to make certain <br />this issue is properly resolved. <br />For those of you who may be unfamiliar with this situation, this <br />letter will attempt to give you some background information and <br />particulars. The City property in question is what remains of <br />half of a street right-of-way, which was set aside approximately <br />15 years ago for a possible street development. If constructed, <br />this street would have continued Fairchild Avenue between Laport <br />Drive and Arden Avenue. The set -aside occurred when the resi- <br />dential area was being developed. The property owned by us borders <br />the City property on the east side. The property which borders <br />the City property on the west is owned by two other parties who <br />have expressed opposition to our petition (presented last year) <br />which proposed vacating this property. They contend their lots <br />(which are rather deep) have developmental value and could be accessed <br />with a'street or cul-de-sac. There is debate as to whether or <br />not this would be economically feasible. <br />We contend these property owners have had over a decade to develop <br />this property. In the meantime, this unused parcel of City property <br />has become a "hang-out" for juveniles of all ages. It attracts <br />those from far outside our neighborhood at all hours of the day <br />and evening. It has become a construction area for those who decide <br />to make forts, ramps, or a dirt bike track. Three times during <br />the past year the City has had to come in and "level" the area. <br />There have been fights and injuries; one which put a neighborhood <br />earl in a neck brace. <br />(continued) <br />
