Mounds View CityCouncil <br />Regular Meeting <br />+-%d 'd� <br />+ •i " "' t) <br />5d � e <br />October 10, 1983 <br />--------------------------------- <br />' :U �„ <br />-------------------------------------- <br />Page Six <br />up to 25 percent <br />of the annual <br />MSA allotment be used <br />for maintenance. <br />5 ayes 0 nays <br />Motion Ad <br />It was agreed that the previous motion should <br />prevent the State from thinking the City was using <br />delaying tactics, and should strengthen the City's <br />case. <br />Finance Director Brager reported the Finance <br />Department had just completed work on the 1984 <br />budget, which was adopted on October 3. <br />He reported they completed work with the auditors <br />on the debt study, and are very busy in converting <br />to postcard format for the utility billings, with <br />which they will be able to take advantage of a <br />special mailing rate. <br />He reported work is progressing well with the <br />micro computer/word processor, with the utility <br />system being tested in White Bear Lake on <br />October 11, and with Mounds View to follow later <br />in testing for the accounting system. <br />Finance Director Brager reported they will be <br />working on the audit and year end closing in <br />the next quarter. He also updated the Council <br />on the status of preparing to purchase long term <br />securities. <br />Councilmember Doty expressed concern about a <br />conflict of interest with Dorsey and the 1st <br />National Bank. Finance Director Brager replied <br />the City will go with 1st State Bank of New <br />Brighton if the interest rates are competitive. <br />Park Director Anderson updated the Council on <br />activities in the Park Department, reporting <br />they had completed the PRAD grant, or landscaping <br />grant, for Silver View Park, and that 1500 tulip <br />bulbs had been planted along the trails there. <br />He reported the Rec Department had passed all <br />playground programs onto the local neighborhood <br />parks, which was very successful, and children <br />were turned away from the programs, due to the <br />high attendance. <br />He reported the aquatics coordinator has started <br />and some of the swim programs have been restruc- <br />tured. <br />14. 3rd Quarter <br />Department <br />Reports <br />• <br />E <br />He also reported the Park Department is using <br />the word processor a great deal, and is pleased <br />with it. <br />
