PURPOSE AND AUTHORITY <br />This document summarizes interim economic policies the Metropolitan Council is <br />proposing to include in its Metropolitan Development Framework (MDF), its <br />regional guided -growth plan. The Council prepared the policies pursuant to its <br />legislative charge to coordinate planning and development in the Metropolitan <br />Area. More specifically, they have been prepared under authority of Minn. <br />Stat., Sec. 473.145, which states: <br />The Metropolitan Council shall prepare and adopt...a comprehensive <br />development guide for the Metropolitan Area. It shall consist of a <br />compilation of policy statements, goals, standards, programs and maps <br />prescribing guides for an orderly and economic development, public and <br />private, of the Metropolitan Area. The comprehensive development guide <br />shall recognize and encompass physical, social or economic needs of the <br />Metropolitan Area... <br />The Council has responded to this legislative charge by establishing goals and <br />policies to guide actions of metropolitan agencies, local governments and <br />others to promote the orderly and economic development of the Area. <br />However, the Council's role with respect to the private sector is not well <br />defined, either in legislation or in adopted Council policy. This document <br />summarizes proposed goals and policies intended to help the Council make <br />decisions about projects that affect the economic development of the Area. <br />Once adopted, the goals and policies will be added to the Council's Development ' <br />Framework. The result will be to bring private sector needs and concerns into <br />the regional planning process. The Council will use the policies for its <br />general reviews, for its decisions on the development programs of the <br />metropolitan agencies and for revisions to its policy plans. <br />HOW THE COUNCIL APPROACHED THIS TASK <br />In 1979, the Council's Physical Development Committee adopted the following <br />objective: <br />Because the health of the regional economy, particularly the <br />private sector, is essential to maintaining the Area's high <br />standard of living, the Metropolitan Council will study the <br />regional economy in order to assess the impact of public sector <br />planning on private sector decisions. <br />The Council began examining its role with regard to the private sector by <br />discussing a series of background papers prepared by staff on the regional <br />economy. That fall the Council established an Economic Technical Advisory <br />Committee (ETAC), consisting of 10 members from the business community, two <br />from labor and four from the government sector. ETAC spent two years examining <br />Council policies and considering potential roles for the Council with respect <br />to the economy. It recommended revisions to some goals and policies, as well <br />as additional studies. Council staff worked on those studies in 1982 and <br />1983. The ETAC reports and recommendations, as well as the completed studies, <br />are listed with other background documents in the appendix of the document <br />containing the proposed interim economic policies. <br />
