"I feel confident that when this area was originally mapped <br />little atLcntion was given to whether or not 1-22 functioned <br />as a wulland." <br />The following is excerpted from a letter dated November 2, 1983 <br />from Mr. Bill Downing of. the Ramsey Soil and Conservation District <br />Permit Review Committee: <br />1. "Under present conditions, Wetland 1-22 has little, if any, <br />function as a nutrient assimilative instrument due to its <br />small natural drainage area. Likewise its stormwater storage <br />function is of little value under present hydrologic condi- <br />tions. Waterfowl production potential under present <br />conditions is also poor." <br />2. "'The District believes that if Wetland 1-22 were protected <br />from development and not actively managed and/or maintained <br />in a wetland condition, the area could become a dumping <br />ground and not serve in the public's best interest." <br />The following is excerpted from a letter dated November 7, 1983 <br />from Darr Engineering Company: <br />1. "The restricted and landlocked nature area of the wetland <br />sovcrely limits its inherent nutrient -stripping capacity as <br />well as other ecological functions." <br />2. "As a result of past road construction, the wetland has been <br />landlocked and this severely limits the function of the <br />wetland might serve for the absorption of nutrients and <br />storage of runoff from adjacent upland area." <br />3. "The wetland lacks physical and ecological diversity which is <br />typically associated with prime wildlife habitat." <br />4. "Traffic noise and traffic hazards to the public detract from <br />the aesthetics, recreational, and educational value of the <br />wetland. ,These traffic hazards also limit the value of the <br />habitat for large mammals." <br />As previously mentioned, the purpose of this memo is to provide a <br />list of statements made relative to the wetland area contained within <br />the proposed Miller Industrial Park project. These statements are <br />intended to be used in whole or in part by the City Council as they <br />act on the proposed Ordinance Nos. 350 and 351 which amend the <br />wetland map which is part of Chapter 48. The above statements are <br />intended to be used to provide specific findings which must be made <br />by the Council in order to act on the request to alter the boundaries <br />of the wetland map.) <br />
