A(rdersun, Dirc:Lr <br />Parks, Recreation and F' r JJJ <br />DA'I'R: Novomber 23, 1983 <br />RL': City Newsletter Delivery System <br />As you are aware, the City has been delivering the newsletter on <br />a bi-nmarthly basis Orough the local services of Roy Scout 'Troup <br />R400. Prior to utilizing the local boy scout troop, we utilized <br />a number of systems including postal delivery, the Independent <br />Delivery System, and the Mounds View Swim Club. During the past <br />year, we have experienced a number of problems with our City <br />Newsletter delivery system and staff has been actively reviewing <br />our proviuus methods as well as mect•iug with the local postal <br />service to determine how we might modify and best use regular <br />mail delivery. <br />The major problems that we have had with the Boy Scouts during <br />the pr,st two years has been inconsistent delivery from both a <br />timo pi•rspectivc as well as residential home areas being missed. <br />But more important than the inconsistent delivery is the fact <br />that the newsletters were often left outside to face the elements <br />as well as in different locations for the residents to find their <br />newsletter. The cost for utilizing the boy scouts was 51/copy <br />based on 4,200 newsletters or $210 per delivery. <br />The lndependent Delivery System that we utilized for a four month <br />period was similar to the boy scouts as they delivered <br />newsletters door to door a Wcopy also. The consistancy and <br />quality of deliveries with the Independent Delivery System was <br />better than the local boy scout troop but we did not receive the <br />obvious community -wide benefits from utilizing youth serving <br />organizations. <br />Based on our experience with four different delivery systems, <br />staff would propose that we return to using the postal service by <br />utilizing the third class carrier route pre-sort postal rate. Staff has met with <br />the postmasters of both Fridley and New Brighton during the past <br />week and reviewed the specific routes that are delivered in <br />Mounds View. By mailing to the sevun routes as per the attached <br />sheet, we can deliver newsletters to all the residential, <br />commercial and business properties within the City of Mounds View <br />excluding the shaded areas on the attached maps. The total <br />number of post office deliveries will be 4,435 mailings. <br />We still will have to deliver approximately 275 newsletters to <br />Spring Lake Park residents in order to hit the remaining 420 <br />Mounds View residents on Fridley route k3204. Staff feels that <br />this can be justified from the standpoint that there is some <br />^' involvement in our recreation programs from Spring Lake Park and <br />their close proximity makes City information relevant. <br />
