CMENU TO: Clerk-AdminisLrator and City Council <br />FROM: Engineering/Pianuing 'ruclwician <br />DATE: December 8, 1983 <br />SUBJECT: JOANN CIIAIKA RKLONTNG PUBLIC HEARING <br />Attached please find the following information regarding the <br />proposed rezoning of 5084 Long Lake Road: <br />1. Staff Report <br />2. original Building Permit <br />3, Planning Commission Resolution <br />(Minutes of the December 7, 1983 Planning Commission meeting <br />were not available at the time this packet was distributed.) <br />You should have in your possession copies of the letter sent to <br />you by Ms. Chaika in addition to the memo from myself dated <br />November 3, 1983 and the memo from Administrator Pauley dated <br />November 8, 1983. Both of these memos should state staff's <br />position regarding this rezoning request. <br />' One item which must be strongly emphasized and noted is a comment <br />Ms. Chaika made at the November 16, 1983 Planning Commission <br />workshop meeting. She stated that she had spoken to the V.A. <br />loan inspector and he is agreeing that the inclusion of a kitchen <br />will not be a requirement for approval of the loan. In other <br />words, the V.A. will approve the loan without a second kitchen <br />being added. This is a reverse of the loan inspector's previous <br />decision that no loan will be issued if a kitchen is not <br />constructed. <br />With this in mind, Ms. Chaika should not be "out" any funds for <br />construction which has already taken place should a rezoning to <br />R-2 not be approved. <br />It was Ms. Chaika's concern that, since construction has already <br />started on a portion of her home, she would not be able to pay <br />for this construction without the loan if the loan was conditioned <br />on a rezoning. This is now not the case. According to her state- <br />ment at the Planning Commission meeting she will still receive the <br />loan minus the kitchen if that is what is required by the City. <br />Iler intent from the onset was to offset and help pay for the <br />construction loan by renting out her upstairs as a separate unit. <br />Without a rezoning she would not be able to do this.
