Delivery System <br />It is my understanding that the City Council has set a meeting <br />with local boy scout troop 400 and staff to review our current <br />delivery system for the City Newsletter.. I have attached a copy <br />of staff's memorandum dated November 23, 1983 as well as corres- <br />pondence to Sharon Anderson dated December 5 and Nancy Gollnick <br />dated December 15 clarifying the City of Mounds View's position <br />regarding the City Newsletter delivery. <br />Staff would still maintain that the recommendation in the memor- <br />andum dated November 23, 1983 to go with the post office delivery <br />at a rate of 7.4T per newsletter as per the routes outlined, is <br />the most economical and efficient way for delivering the City <br />Newsletter. <br />Staff feels that the major controversy that has arisen over this <br />issue centers around my handling of the local boy scout troop re- <br />garding the this proposed change. Staff did not involve the boy <br />scout troop in this decision making process and unfortunately, <br />has unintentionally alienated the troop supervisors. Staff's <br />reason for not involving the boy scouts in the decision was two- <br />fold. The first being that the decision was not necessarily a <br />negotiable item from staff's perspective; and secondly, staff had <br />perceived an incorrect perception that the boy scouts weren't all <br />that enamored with delivering the City Newsletter. <br />I will state once again, as I outlined in my letter dated Decem- <br />ber 15, 1983 to Nancy Gollnick, that it was not staff's position <br />to change carriers due to poor service, but rather that we felt <br />that we could get an improved delivery system by going with the <br />post office due to consistent location and delivery times for all <br />City residents. Staff further would agree that I did not ade- <br />quately inform the boy scouts of some of the concerns that had <br />evolved over the hand delivering of newsletters, as they were not <br />of such a serious consequence that major steps for change had to <br />be made but rather that there were inconsistenciesin delivery <br />dates and times for specific areas as well as varied locations as <br />to where the newsletters were placed. <br />Staff's ofiginal recommendation to go with the boy scouts or lo- <br />cal civic organization was based mainly on cost effectiveness as <br />well as timeliness. It appears that now both of these items can <br />be addressed by the local postal delivery system as the cost has <br />been reduced to 7.4t and we would no longer need to purchase the <br />plastic bags to place the newsletters in. <br />
