RESOLUTION NO. 1710 <br />Page Two <br />(2) Provide liaison with the Governor's Community <br />Energy Program and with other governmental and <br />volunteer units in matters relating to energy <br />conservation and renewable energy development. <br />Vice Chairperson: A Vice Chairperson shall be appointed by the <br />Chairperson. The Vice Chairperson shall perform such duties as <br />may be assigned by the Chairperson and shall assume responsibilities <br />of the Chairperson in the absence of the Chairperson. <br />Member's Term of Office: Members of the Energy Council shall be <br />appointed by the Mayor with majority consent of the Council for three <br />year staggered terms; at least two of these terms, but not more <br />than three terms, shall expire each year on December 31. Any person <br />appointed to fill a vacancy occurring prior to the expiration of the <br />term for which his/her predecessor was appointed shall be appointed <br />only for the remainder of such term. Upon expiration of his/her <br />term of office, a member shall continue to serve until his/her <br />successor is appointed. <br />Representation Requirements: Energy Council members shall be <br />representative of the community's population. Representatives from <br />the following community sectors could be considered for council <br />membership: education, community organizations, community action <br />agencies, representatives from organizations of low-income people, <br />business, industry, finance, labor or building trades, architecture <br />or engineering, energy suppliers, citizen groups, and representa- <br />tives from minority groups. <br />Qualifications for Membership: Members of the Energy Council shall <br />be residents of the City of Mounds View while serving on the Council <br />and shall represent a broad range of interests in energy conserva- <br />tion and renewable energy development. <br />Resignations --Removal from Office --Vacancies: Energy Council members <br />may resign voluntarily or be removed from office by the Mayor with <br />consent of the majority vote of the City Council. Three consecutive <br />unexcused absences from duly called Energy Council meetings shall <br />constitute automatic resignation from office. Vacancies in the <br />Energy Council shall be filled by mayoral appointment with majority <br />consent of the City Council. <br />Compensation: Energy Councilmembers shall serve without compensation. <br />Subdivision 6. MEETINGS: The Energy Council shall hold <br />regular meetings at least monthly with the date and time to be deter- <br />mined by the Energy Council. Special meetings may be called by the <br />Chairperson. <br />`qd <br />
