D. The Consultant will provide general and specific , <br />advice, assistance and training to the League's <br />Labor Relations Service in all areas of labor <br />relations. <br />3. SPECIAL SUBSCRIBER SERVICES <br />Labor Relations Associates, Inc. agrees to provide special <br />subscriber services, in addition to those general member- <br />ship services enumerated above, to those Twin Cities metro- <br />politan area cities which subscribe to this special service. <br />These services include the following: <br />A. one principal of the Consultant firm will partici- <br />pate with subscriber cities in joint negotiations, <br />mediation and/or arbitration involving two or more <br />subscribers and a common union when the Metropolitan <br />Area Management Association (MAMA) is named as the <br />city's representative. <br />B. The Consultant wi11 not charge for time involved in <br />joint bargaining for two or more subscribers dealing <br />with a common union, nor for subscriber individual <br />bargaining efforts which do not involve the Consultant <br />in bargaining, mediation or arbitration sessions. <br />C. Telephone calls, meetings, provision of data, recom- <br />mendations and other general activities with subscri- <br />bers invol-volthe labor relations efforts either <br />with elected or appointed officials will be conducted <br />and provided without charge. <br />D. The Consultant will advise subscribers in their indi- <br />vidual negotiations, mediation and/or arbitration <br />efforts. Any attendance or preparation for attendance <br />at such individual efforts will be individually billed <br />to the subscribers. <br />is <br />E. The Consultant will assist in the preparation of wage and <br />fringe benefit data, contract language, analysis of <br />arbitration decisions, selection of arbitrators, meet <br />with elected officials and generally assist subscribers <br />in dealing with their collective bargaining efforts. <br />F. The Consultant shall, if authorized by the Labor Rela- <br />tions Subscriber Service Contract Committee, provide <br />assistance or participation in negotiations, mediation, <br />or arbitration of a subscriber -union dispute not covered <br />by this Agreement provided that the problem may have a <br />pattern_ setting impact upon collective bargaining gen- <br />erally in the Twin Cities area. <br />-2- <br />
