MEMO TO: Mayor and City <br />FROM: Clerk-Administr <br />DATE: January 31, 198 <br />SUBJECT: NORTH STAR RACE TRACK (AKA MINNE•.SOTA MEADOWS) <br />SITE REVIEW <br />On January 23, 1984 the City received a copy of the Metropolitan <br />Council "Review" (copy attached) which stated that a review of <br />potential horse race track sites had been completed and that <br />the Council had referred the following issues back to the City <br />of Blaine for a response on the North Star Race Track. <br />1. Reexamination of the traffic impacts of the race track. <br />2. Clarify operational interactions between the proposed <br />track and the Anoka County -Blaine Airport. <br />3. Analyze the impact of surface water runoff. <br />As a result of this information, staff contacted the City of Blaine <br />to obtain information on the track and received a copy of the <br />"Metropolitan Council Racetrack Site Review" submitted to the <br />Metropolitan Council by organizers of the North Star Race Track. <br />A copy of the review is in the library for your review. Also <br />attached to this memorandum is a legislative update submitted to <br />Anoka County on the proposal in December, 1983. <br />The following is a summary of the proposal and its im[�7rtg as <br />described in the "Metropolitan Council Racetrack Site Review" <br />and staff's observations regarding this review. <br />The track is proposed for a 686 acre site located on the west side <br />of 35W between 95th Avenue and 109th Avenue. Access to the site <br />would be primarily provided by the 95th and Lexington interchanges <br />on 35W and 9th Avenue and the proposed 109th Avenue. (See attached <br />Location Map.) <br />Four Hundred Fifty -Three (453) acres of the site would accommodate <br />development of the track and related facilities and the remaining <br />232 acres would be used to accommodate the commercial development <br />which is felt would be attracted by the track. (See attached <br />Proposed On -Site Land Uses Illustration.) <br />Except for the relocation of the MUSA Line one-fourth mile to the <br />west, the report purports that there will be no negative impacts <br />upon any metropolitan systems and that, "No major facilities, such <br />as highway construction, sewer extensions, or impact on environ- <br />mental or natural resources will occur ..." <br />
