The <br />Council said the review does not commit the Council at this <br />time to any improvements or changes in regional sewers, <br />airports, parks or transportation facilities. The review was <br />sent to the Minnesota Racing Commission. Under star: lave, <br />the commission picks the site. <br />Lakeville has withdrawn its proposal, leaving seven cities in <br />contention for the track. An eighth proposal, from Hastings, is <br />expected within the next two months. <br />The Council also forwarded its comments on environmental <br />assessment worksheets prepared by Shakopee and Blaine con• <br />cerning proposed racetracks back to those cities. The Council <br />said the cities should analyze the impact of surface seater <br />runoff. Site property <br />owners in that county have consistently resisted Council <br />efforts to gain access to their land. <br />The en -site testing, which includes soil borings, is part of an <br />environmental impact statement the Council is preparing ar, <br />three candidate sludge ash landfill sites in Carver and Dakota <br />Counties. State law requires the Council to provide at least one <br />site for the disposal of sludge ash, which results from the <br />burning of sewage sludge at sewage treatment plants. <br />Transportation —The Council issued a request for proposals <br />to American and international companies to come forward <br />with proposals to build a self-supporting, fast, climate - <br />controlled transit connection between the Minneapolis and <br />St. Paul downtown skyway systems. Such a link would help <br />Integrate the two downtowns' 20 million square feet of <br />commercial, office dnd residential space. Proposals should be <br />submitted to the Council by March 30,1984. <br />Sewers —The Council said plans by the Metropolitan Waste <br />Control Commission to build a new East Minneapolis inter. <br />ceptor—a 10•footdiameter, six -mile long deep tunnel sewer — <br />are consistent with Council plans. The cost of the project is <br />estimated at S49 million, to be spent this year and next. <br />The new sewerwill provide additional capacity for north <br />suburban communities of Minneapolis and significantly reduce <br />the number of wet weather overflows of raw sewage into the <br />Mississippi River. The interceptor will run from near Marshall <br />Av. and Mississippi River Blvd. in St Paul to Marshall St. and <br />22nd Av. NE. in Minneapolis. It's the biggest and most <br />xpensive sewer interceptor the commission has ever built <br />older People —The Council adopted a clan for a service <br />delivery system for older people in Anoka County. The plan is <br />w auwuc ucvcluylllerlt Una Tunoing at services for <br />older people in the county. The Council has adopted similar <br />plans for Ramsey. Dakota and Hennepin Counties. The <br />Council decided to work on a plan for Scott County next, <br />Parks —The Council approved a boundary amendment <br />to Lake Byllesby Regional Park in Dakota County to include <br />a 67•acre parcel, acquired at a cost of S150,000. It also <br />approved a development grant increase of S200,000, for a <br />new total of S350,000, part of which is earmarked to repair <br />a dam in the park. <br />Tile Council approved a proposal by the Metropolitan <br />Parks and Open Space Commission to sponsor a design <br />contest to select a logo for regional parks and park reserves. <br />The contest and new logo are intended to increase public <br />awareness of regional parks. <br />PUBLIC HEARINGS, PUBLIC MEETINGS <br />Housing —The Council will hold a public meeting Feb.9 at <br />7 p.m. in the Council Chambers on proposed revisions to the <br />housing goals and policy issues of the housirg chapter of the <br />Metropolitan Development Guide.
