The amount of assistancc for which the .applicant was <br />eligible under other available programs was not adequate <br />to meet the energy conservation needs and other rehab- <br />ilitation needs of the :structure. <br />Improvement Eligibility: <br />All improvements, as specified by the proposed ruler, and by an RCS <br />audit, shall be eligible. Priority will be given to those improvements <br />which rate highest in the RCS cost-effectiveness test. <br />Improvement Amounts: <br />The amount of assistance available to each household cannot exceed $5.000. <br />Security Agreements: <br />All loans will be deferred loans that will be secured by a Repayment <br />Agreement and Lien (Repayment Agreement) filed against the property. In <br />cases of a Contract -for -Deed where the contract vendor refuses to sign a <br />Repayment Agreement, efforts will be made to file the Repayment Agreement <br />without the signature of the vendor. Such agreements may take the form of <br />a "fixture filing".
