All applications will be initially reviewed by the Parks and <br />Recreation Commission who inturn will forward their final re- <br />commendation to the City Council for final and formal ap- <br />proval. <br />4. All proposed neighborhood park improvement projects must com- <br />ply with the City's parks and open space plan as adopted by <br />the Parks and Recreation Commission and City Council. <br />5. No neighborhood park planning funds may be used for funding <br />labor or staffing positions, such as a building supervisor, <br />or activity coordinator.; as all funds must be used for capi- <br />tal expenditures of a permanent nature. <br />6. Promotion of the neighborhood park planning and development <br />fund will be through the City Newsletter and all other media <br />means available to the City staff and the Parks and Recrea- <br />tion Commission. <br />7. It is the goal of the park planning and development fund to <br />become self-sustaining, with all future projects to be funded <br />from interest derived from the principal. The initial goal <br />for the park planning and development fund has been set a <br />$50,000. <br />
