i-3 <br />MEMO TO: Mayor and City Council <br />FROM: Engineering/Planning Technician <br />DATE: February 16, 1984 <br />SUBJECT: COMPREHENSIVE RFZONINGS <br />The Planning Commission recently completed a major review of the <br />Zoning Code (Chapter 40) text in addition to a complete review of the <br />zoning classifications of all parcels within Mounds View. Part one of <br />this process, the review of the Zoning Code text, has been completed <br />with the revised Chapter 40 becoming effective on February 11, 1984. <br />Staff is introducing to the Council at this time Part two of the <br />review, relating to the rezonings of particular parcels within the <br />City. <br />A review of parcel zonings was necessary because of numerous <br />inconsistancies between the zonings, the Comprehensive Plan <br />designation and the use which actually existed on a number of parcels <br />within the City. Both staff and the Planning Commission were having a <br />difficult time recommending a particular use for a particular piece of <br />property because of these inconsistancies. <br />An inventory was made of all areas of the City where an inconsistancy <br />existed. The areas which staff identified as having any of the <br />inconsistancies listed below are shown on the attached map: <br />a) The present use is non -conforming with existing zoning. <br />(Example - existing duplex (R-2) dwelling is in an R-1, single <br />family zone.) <br />b) The present use is non -conforming with the Comprehensive Plan. <br />(Example - The Comprehensive Plan designates an area as being <br />medium density residential, although the present use is <br />business.) <br />c) The present use is non -conforming with both the existing zoning <br />and the Comprehensive Plan. <br />d) Vacant property, where the existing zoning does not conform to <br />the dcsignation given to it in the Comprehensive Plan. <br />The Planning Commission reviewed this map and, based upon neighborhood <br />character/Comprehensive Plan designations, recommended rezonings which <br />would bring the zoning into conformance with the existing use and the <br />Comprehensive Plan. On certain particular parcels where the proposed <br />zoning would not bring it into conformance with the Comprehensive <br />Plan, a revision to the Comprehensive Plan is being recommended. <br />Following completion of the rezonings, a review of the Comprehensive <br />Plan will be conducted. <br />
